Aa. Whereas migrant smuggling can lead to human trafficking, since exploitation and abuse may emerge during transit or at destination, even in the presence of initial consensus. Whereas girls and adult women are overwhelmingly targeted and trafficked for sexual exploitation. Whereas the "Facilitators Package" (Council Directive 2002/90/EC and Council Framework Decision 2002/946/JHA) is an important instrument adopted to combat trafficking in human beings and sexual exploitation.

Takes into account Europol's report "Pandemic profiteering" of March 2020, which highlights that criminals are adapting their modus operandi to COVID- 19 pandemic; Calls on the Member States for a more efficient strategy on tackling human trafficking in the current pandemic the crisis, taking into account that there is a higher risk for traffickers and mafias of human beings of taking advantage from the most vulnerable people.
