Emphasises the need to take into account the closure of businesses and the increase in unemployment that will be caused by the industrial transformation required in order to achieve a carbon- neutral economy; in that connection, calls on the Commission and the Member States to facilitate and promote the retraining and improvement in the skills of the workers affected with the aim of increasing their employability and equipping them to take on new jobs;
