Calls on the Commission and NAs to strengthen the regular exchange of best practices, to enhance common understanding of programme procedures, deepen cooperation and improve the promotion of the programme; stresses that all relevant stakeholders should be involved in regular consultation on matters falling within their competenc, including on local and regional levels, should be involved in the advisory bodies of the programme as observers to the extent of their competence; recommends to re- establish and convene an Advisory Council of knowledgeable and experienced stakeholders on a regular basis, including youth organisation, coordinated by the ESC Resource Centre;
