Addressing the instrumentalisation of migration Recognises the increasing use of migration as a political tool to attack security and sovereignty of member states; notes the imbalance between two competing values protected by international law - the sovereignty of the state towards which actions are directed, and the individual rights of instrumentalised migrants; acknowledges the need for a coordinated and effective response at the European level closing loopholes in the EU law by defining the measures member states could take in case of migrants’ instrumentalisation, also enhancing Frontex's capabilities in countering the instrumentalised migration, which requires different actions than those dealing with regular migration.
