1a. Stresses the need for and importance of more active citizen participation in decision-making and greater transparency in the way in which the administration operates as measures to strengthen the democratic legitimacy of the Union's institutions which are aimed at restoring confidence;

Recognises that the public's right of access to documents of the Union's institutions is the protected and inalienable right of every EU citizen directly emanating from the democratic principle, so that a corresponding obligation of the Union of compliance and accountability is established. The European Parliament stresses the need to further promote the relevant institutions of transparency, such as the Office of Ombudsman, so that the Union meets its obligation referred to above:
