Welcomes the intention of the Commission to respond to the economic crisis and is ready to negotiate pursue the initiative to set out decisive and coordinated action finding a solution order to respond to this crisis; calls on the Council to assume its responsibility and to make the European dimension of the recovery plan a reality;
