(14) In order to partly finance the contribution from the general budget of the Union to the EU guarantee fund for the additional investments to be made, aunallocated margins should be earmarked first under the Multiannual Financial Framework ceilings and transfer shs could also be made from the available envelope of the Connecting Europe Facility (CEF), provided for in Regulation (EU) No 1316/2013 of the European Parliament and of the Council4 .
