Points out that European institutional reforms must include simplified decision-making procedures, moving away from unanimity and replacing it with qualified majority voting provisionsensuring that the new system does not undermine the position of Member States, which is secured by the right of veto, in areas such as the protection of democracy, human rights and the rule of law, sanctions and relevant foreign policy decisions;
