Ka. whereas the Dublin Declaration on Partnership to fight HIV/AIDS in Europe and Central Asia has been was crucial for the establishment of a harmonised system of surveillance making it possible to track progress in the fight against AIDS;

Kb. whereas it will be difficult for the European Commission to monitor progress in achieving the Sustainable Development Goals as regards viral hepatitis, given the frequent absence or inadequacy of surveillance data in the Member States;
