Stresses that there should be a thorough analysis of the role of the EU in the emergence and detection of crises and in responding to them; takes the view that fostering executive responsibility at all levels in the EU needs to be addressed, and therefore is not in favour of adding other objectives; stresses that many crises may yet occur, that it is unclear how long the current crises will persist, and that resources are not infinite;
