Recalls that onthe aims of the new electronic communications regulatory framework is progressively to reduce exare to promote competition in electronic communications networks anted sector-specific rules as competition in the markets develops and, ultimately, for electronic communications to be governed by competition law onlyrvices, to contribute to the development of the internal market and promote the interests of European citizens. In pursuit of these aims, regulators should inter alia impose ex ante regulatory obligations only where there is no effective and sustainable competition and should relax them as soon as that condition is fulfilled;
