Calls on the Commission to further support cultural relations with Nneighbourhooding countries through technical assistance and capacity-building programmes to improve governance and favour new partnerships at national, regional, local and cross-border levels, while providing a follow-up to regional programmes in Southern and Eastern Neighbourhood countries as well as in Russia within the framework of the Common Space on Research, Education and Culture;
