Recital 2
(2) The objective of Union policy in the field of external border management is to develop and implement European integrated border management at national and Union level, which is a necessary corollary to the free movement of persons within the Union and is a fundamental component of an area of freedom, security and justice. European integrated border management is central to improving migration management and ensuring a high level of internal security within the Unensure a high level of internal security within the Union by putting a stop to illegal immigration.

(4) To ensure the effective implementation of the European integrated border management, a European Border and Coast Guard should be established. The European Border and Coast Guard, which comprises the European Border and Coast Guard Agency and national authorities which are responsible for border management, including coast guards to the extent that they carry out border control tasks, relies upon the common use of information, capborder management, the Schengen Agreement should be terminated and national borders should be re-estabilities and systems at national level and the response of the European Border and Coast Guard Agency at Union levelshed.

(5) European integrated border management is a shared rResponsibility ofor the European Border and Coast Guard Agency and the national authorities responsible for border management, including coast guards to the extent that they carry out border control tasks. While Member States retain the primary responsibility for the management of their section of the external borders incontrol of the external borders lies first and foremost with the Member States. Effective readmission agreements should be concluded with their interest and in the interest of all Member Stated countries so that foreign nationals whicho have abolished internal border control, the European Border and Coast Guard Agency should ensure the application of Union measures relating to the management of the external borders by reinforcing, assessing and coordinating the actions of Member States which implement those measuresentered the EU or are residing there illegally can quickly be deported.
