Stresses that, four years after its adoption on 15 May 2014, the level of implementation of the 2014-2020 EMFF remains unsatisfactory, as 4.5% of the budget has been implemented to date (part of the EMFF under shared management); hopes that EMFFaccess to the EMFF will be simplified so that its implementation levels will increase over time, and stresses that the poor implementation levels are due in part to red tape at national and EU level;

Stresses the importance of maintaining the current level of financing for the European Fisheries Control Agency, so and that it can properly carry out itsthe EFCA must focus on its only tasks of inspection and surveillance tasks in the fisheries sector; calls for the role of the EFCA be enhanced, so that the objectives of the CFP can be achieved and the EFCA itself can step up its activities in the areas of the governance of fishing fleets and the supervision of monitoring procedures;
