2. Considers that the primary aim of the Commission and Member States should be to avoid that hazardous chemicals enter the material cycle, and to ensure better implementation of current legislation;

Considers that substances of concern are those identified under REACH as substances of very high concern, substances prohibited under the Stockholm Convention (POPs), specific substances restricted in articles listed in Annex XVII to REACH and specific substances regulated under specific sectorial/product legislation and, more generally, any carcinogen that is already banned in the Member States;

Believes that the rules for classifying waste as hazardous or non- hazardous should be fully aligned with those for the classification of substances and mixtures under CLP; emphasises the need for continuous training of staff engaged in recycling and for more stringent monitoring of their health;
