Stresses that given the Union's high dependence on energy imports, the diversification of supply sources and transit routes and the development of domestically produced EU renewable energy sources is an urgent and essential element supporting the Union's external security policy, strategic role and foreign policy independence;

Underlines the need for closer energy relations, strategic cooperation and political dialogue with the countries of the Mediterranean region, Africa, the Middle East, the South Caucasus, Central Asia and the littoral states of the Caspian and Black Seas; and encourages the Union to further develop the import of solar energy from the Southern and Eastern Mediterranean.
