Reiterates its opinion that, drawing inspiration from the status of the Berlin members of the German Bundesrat before reunification, and in order to preserve a single institutional set-up in the European Parliament, only the votes of MEPs from within the relevant perimeter of integration should be taken into account, while votes of other MEPs should be considered non-binding advisory votes;deleted

5. Considers that in order to reinforce common rules in core areas, the existing performance reserve set on ESI funds could evolve into a solidarity and performance reserve set on all EU funds with national envelopes (and representing 10 % of these), so that criteria for allocating funds in this reserve would be based on respect by Member States of fundamental rights, solidarity and the fair sharing of responsibility.deleted
