Reaffirms the precedence of ODIHR election observation missions in the OSCE area, where the EU does not as a rule deploy election observation missions; commends the ODIHR for the quality of its work and its adherence to high standards of transparency and independence; expresses its concern about statements and actions of some OSCE participating States that call into question the ODIHR’s mandate and undermine the effectiveness of its missions; calls on OSCE participating States and on the European Council to uphold the ODIHR’s position as the principal election-monitoring body in the OSCE area;
