Calls on the Commission to submit, as soon as these studies have been completed and having consulted both the Radio Spectrum Policy Group and the European Conference of Postal and Telecommunications Administrations and taking due account of national specificities, a legislative proposal to the European Parliament and to the Council for the adoption of binding measures to reserve and coordinate at EU level common sub- bands of the digital dividend; underlines that one sub-band for mobile broadband services should be planned from 790-862 MHz as a starting point;
