Recalls that its priorities for the 2014 budget are economic and sustainable growth, competitiveness, the creation of employment and the fight against youth unemployment; reiterates, therefore, its support for policies contributing to the fight against youth unemployment, research, development and innovation, digital agenda, competitiveness, small and medium enterprises (SMEs), entrepreneurship and self-employment, education, professional training and mobility;

Believes that in the times of economic restraint, all efforts must be devoted to scrutinise institutional budgets for potential savings by introducing more practices which do not reduce the Members' quality of work; recalls that visible expressions of self-restraint include the fact that staff mission allowances have not been indexed since 2007 and the freeze on all Members' allowances at the 2011 level until the end of the current parliamentary term; welcomerespects, moreover, the freeze of all Members' allowances until the end of 2014;
