1. In light of the increased focus on performance of EU aid, draws attention to the fact that Sub Saharan Africa is the region which is lagging behind the most with regard to the Millennium Development Goals (MDGs) and the only region worldwide where, according to projections, poverty will most probably not be halved by 2015; is concerned that declining levels of Official Development Assistance (ODA) to social services, particularly the education and reproin a broad range of different but equally important educativeon and health sectormeasures, over the past few years threaten to reverse progress on human capital development1; __________________ 1 MDG 2014 Report: Assessing progress in Africa toward the Millennium Development Goals, Analysis of the Common African Position on the post- 2015 Development Agenda, 2014.
