9a. Calls for a more systematic presentation of the contributions made by civil society, in particular those made by groups of qualitative value such as associations of judges, lawyers and prosecutors, in order to supplement the information provided by the governments of the Member States;

Welcomes the step taken by the Commission in including in its report the implementation of European Court of Human Rights (ECtHR) decisions by Member States as an indicator of quality and respect for the rule of law; calls on the Commission to extend this analysis to the implementation of national court rulings;
