Takes the view, therefore, that a reform of the electoral procedure will be required in the future in order to enhance the legitimacy and effectiveness of Parliament by strengthening the democratic dimension of Europe and dividing seats up more proportionally among the Member States, in accordance with the principles laid down in the Treaties; considers that a reform of this kind will encourage European citizens to take part in European elections in their Member State of residence if they are not nationals of that State;
