Is concerned that in its procedure for procurement services, the Undertaking sets a maximum contract budget, which does not seem to be based on a cost estimation process and a reasonable market price reference system; asks the Undertaking to put in place appropriate cost estimation processes before launching procurement procedures and to explain its current approach;
