Considers that the EU needs to start developing an industry strategy with a set WTO-compliant of measures that allows the EU industry to recover the full costs of its decarbonisation; further considers that products produced in the EU, imported and sold on the EU market need to have a similar carbon cost constraint and that such measures need to be developed as quickly as possible
