Stresses that the involvement of civil society in monitoring the implementation of the agreement is crucial, and calls for the swift establishment of domestic advisory groups following the entry into force of the agreement and for the balanced representation of civil society therein; points out the importance of preparatory implementation works as new recommendations have been already communicated by civil society organisations to Vietnamese authorities;
