Calls upon the Commission and the Member States to initiate and consolidateexplore ways of cooperation with European civil-society organisations which are involved in the promotion of legal substances derived from coca leaves for lawful use only as a means of contributing effectively (by absorbing raw materials) to international action against drugs trafficking, ensuring at the same time the safety of use of such substances;
