Considers an ambitious sustainable development chapter to be an essential part of any agreement but recalls that the ultimate objective is the enforcement of agreed standards; takes the view that this requires the chapterRegrets that many developing countries are cautious and often hostile to the inclusion of a sustainable development chapter in a free trade agreement (FTA); nevertheless considers such a chapter to be an essential part of any agreement and to be subject to the standard dispute settlement mechanism;
