Underlines that the additional €10bn from the Cohesion fund are to be centrally managed under the CEF in order to deliver clear EU-added value in Cohesion countries; stresses that the Commission decision shall be based on a principle of investing money within the territory of a beneficial country along the agreed TEN- T project;
