Points out that any effects of climate change are felt most of all, and first, in forestry and agriculture; while farmers and foresters are accustomed to adapting their practices to changing weather conditions, the scope, complexity and increasing frequency of these changes are having an adverse impact on production and creating an increasing risk for them;
