Notes that the definition of complex indices requires huge administrative efforts; stresses that although national authorities can apply at the appropriate level of decision-making other indicators which take into account the specific attributes of regions and cities, at EU level GDP must remain the main criterion for determining the eligibility for regional policy assistance;
