(29) Interoperability of European public administrations concerns all levels of administration: European, local, regional and national. It is therefore important that solutions take into account their respective needs, as well as those of citizens and enterprises where relevantand small and medium-sized enterprises in particular, given their valuable contribution to the Union economy.

Related costs shall not be covered by the ISA2 Programme.
