Notes that cross-border and transnational programs face specific difficulties due to the different administrative culture, national regulations and languages being used in member states, that effect not just the quantitative, but also the qualitative aspects of such initiatives; therefore development of specific rules regarding the transparency in coordination and cooperation of different managing authorities with each other would be most important;
