Ba. whereas structural labour market reforms and fiscal consolidation have backfired to the extent that they have widened the gaps among Member States as regards living standards and disposable household income, leading to disparity within the EU; whereas, for example, the median living standard of the poorest 10% of households in France is higher than that of the Portuguese population as a whole, and the median living standard of the richest 1% of Luxembourg households is 75 times higher than that of the poorest 10% in Romania;
