3. Calls for the enactment of a directive onPursuant to Articles 151 and 153 of the TFEU, recalls how important it is for the Member States, in conjunction with the European Union, to oppose all forms of undeclared work and to guarantee fair working conditions for all forms of employment, ensuring for every worker a core set of enforceable rights, including equal treatment, social protection, protection in case of dismissal, health and safety protection, provisions on working time and rest time, freedom of association and representation, collective bargaining, collective action, access to training, and adequate information and consultation rights; underlines that this directiveese fair conditions should apply to employees as well as to all workers in non-standard forms of employment, such as fixed-term work, part-time work, on-demand work, self-employment, crowd-working, internship or traineeship; requests that the EU acquis be updated accordingly so as to apply to all workers;

Emphasises that labour mobility within the EU is a right whose exercise must be supported but which should not be forced on workers by poor conditions in their home regions, and should notin no case undermine host countries’ social standards due to fraud or social dumping; urges the Member States to transpose and apply without delay implementing Directive 2014/67/EU in order to effectively combat unacceptable cases of fraud in respect of posting, but also cases where the law is being circumvented, which harm both companies’ and employees’ interests;

Stresses the importance of promoting the opportunities for professional mobility, in particular among young people following vocational training through apprenticeships, in order to improve their employability and ensure their sustainable integration in the labour market; recommends that for this purpose the Member States take steps to promote in their vocational schools the possibilities open to young apprentices and their families under the EU Erasmus+ programme;

Stresses that while there are labour shortages in a number of areas and sectors and about 22 million people are unemployed in Europe, only 1.7 million people cross a border every day for work; calls on the Member States to remove persistent obstacles to professional mobility, such as language, recognition of professional qualifications and administrative burdens, in border regions where it would be evident and natural for workers to go to work in a neighbouring country if the rate of unemployment is lower there; to this end, calls on the Member States to make greater use of the instruments put in place at European level to promote, support and facilitate labour mobility, such as the EURES network;
