Notes with concern that, due to limitations in its monitoring, FEAD’s contribution to reducing poverty has not been established, and deplores in particular that the Commission does not have data which demonstrates the relativesubstantial importance of FEAD as a vector of European solidarity and a way of helping to combat social divides in the Union, in overall support to deprived people in the Union, particularly including food aid;

6. Highlights that increased flexibility of Member States in allocating CAP subsidies risks further aggravating abuses, and urges therefore the Commission to avoid renationalisation of the CAP, in particular the system for monitoring compliance by individual beneficiaries with the rules on eligibility for support, hence weakening the EU's credibility in managing one of its key public policies and undermining the assurance given annually by the Court of Auditors concerning the regularity and legality of CAP expenditure;
