2 a. Considers that the EU budget should promote community preference for security and defence programmes, since these are regal and strategic areas which are essential to the sovereignty of the Member States, which have their own histories and diplomatic traditions; stresses that European spending in the defence sector is in no way an invitation to strengthen the Commission's prerogatives over foreign policy, which must remain, in accordance with the European treaties, a prerogative of the Member States;
