EU/USA Agreement on launch of Galileo satellites from U.S. territory

Afin d'assurer les lancements de satellites Galileo nécessaires à la continuité des services du système européen de positionnement par satellite, le Conseil a autorisé l'ouverture de négociations entre l'UE et les États-Unis en vue d'un accord établissant des procédures de sécurité pour le lancement de satellites Galileo à partir du territoire américain.L'accord a été signé le 25 mars 2024 et nécessite l'approbation du Parlement européen. C’est un vote purement formel, les satellites ayant déjà été envoyés par SpaceX en avril et juillet dernier. J’ai voté en faveur, car il était, pour cette fois, nécessaire d’avoir recours à des lanceurs non européens, ici américains, afin d’assurer la continuité des services fournis par Galileo. Cette situation s'explique en grande partie par le retard pris par le programme européen Ariane 6 et la fin de la coopération entre l'Agence spatiale européenne et la Russie et donc, l'impossibilité de recourir au lanceur russe Soyouz suite à la guerre d'agression de la Russie contre l'Ukraine. Notre priorité reste de développer une industrie spatiale européenne solide, capable d'assurer sur ce secteur comme dans d'autres, la souveraineté européenne pour laquelle nous nous battons.

Situation in Venezuela

Pour l’un des premiers votes de cette nouvelle législature, le PPE a délibérément choisi de s’allier à l’extrême droite afin de rédiger et de faire adopter une résolution sur la crise politique au Venezuela. Cette décision marque un tournant gravissime pour notre démocratie. Je défends qu’aucun groupe démocratique et pro-européen ne doit travailler main dans la main avec l’extrême droite au sein du Parlement européen.Afin de marquer mon opposition fondamentale à cette stratégie et en conformité avec notre politique de cordon sanitaire, je n’ai pas participé au vote final sur cette résolution.J’ai participé aux votes sur les amendements afin d’en améliorer le contenu et de condamner avec la plus grande vigueur l'autocratie du régime Maduro, sa dérive ultra-répressive, ainsi que l’obstruction évidente du processus électoral lors des élections présidentielles. Je me suis prononcée en faveur de la libération immédiate de tous les prisonniers politiques, de la fin des poursuites contre les opposants, de la poursuite de Maduro pour crimes contre l’humanité et de l’imposition de sanctions contre les responsables des violations systémiques des droits humains.

Urgent need to revise the Medical Devices Regulation

La résolution commune met en exergue les problématiques liées à la mise en application des règlements sur les dispositifs médicaux de 2017. D’une part, de nombreuses demandes d’autorisation des producteurs transmises aux organismes notifiés restent incomplètes, ce qui crée des retards d’homologation. D’autre part, les organismes notifiés eux-mêmes font face à des manques de ressources qui ralentissent les procédures. Enfin, il n’existe pas de mécanismes harmonisés européen permettant de surveiller les stocks de dispositifs médicaux et de prévenir efficacement les ruptures d’approvisionnement. Ces problèmes d’implémentation ont conduit à retarder la mise en application de nombreuses mesures du règlement révisé en 2017.Au travers de cette résolution, le groupe Socialistes & Démocrates et sa délégation française soutiennent la nécessité pour la Commission de mettre en place des actions rapides pour pallier les difficultés les plus urgentes. Enfin, toute révision future des règles en vigueur devra être construite à partir des conclusions de l’étude d’impact actuellement menée par la Commission, et devra trouver un équilibre entre faciliter l’accès aux dispositifs médicaux pour le plus grand nombre de patients, soutenir l’innovation des PME et garantir un haut niveau de contrôle nécessaire pour protéger les patients qui utilisent ou reçoivent un dispositif médical.

Reiterates its principled opposition to the death penalty, which is incompatible with the right to life and a cruel, inhuman and degrading punishment that is irreversible; stresses that the EU must be relentless in its pursuit of the universal abolition of the death penalty as a major objective of its human rights foreign policy; notes that despite the trend in some non-EU countries to take steps towards abolishing the death penalty, significant challenges in this regard still exist; stresses that the aim of criminal justice remains the social reintegration of offenders, the compensation of victims for loss or damage and the prevention of recidivism; deplores the fact that in other non-EU countries the number of death sentences that have been carried out has reached its highest level in the last five years; reiterates its call for all countries to completely abolish the death penalty or establish an immediate moratorium as a first step towards its abolition;
