Objection pursuant to Rule 115(2) and (3), and (4)(c): Maximum residue levels for carbendazim and thiophanate‐methyl

Cette objection, votée à la quasi-unanimité en commission ENVI, vise à arrêter le souhait de la Commission européenne d’augmenter les taux de carbendazim et de thiophanate-methyl, deux substances présentes dans certains pesticides, autorisés dans les citrons et oranges vendus au sein de l’Union européenne. J’ai naturellement soutenu cette objection.

Objection pursuant to Rule 115(2) and (3), and (4)(c): Maximum residue levels for cyproconazole

Cette objection, votée à la quasi-unanimité en commission ENVI, vise à arrêter le souhait de la Commission européenne d’augmenter les taux de cyproconazole, substance présente dans certains pesticides, autorisés dans la viande et les céréales vendues au sein de l’Union européenne. J’ai naturellement soutenu cette objection.

EU/USA Agreement on launch of Galileo satellites from U.S. territory

Afin d'assurer les lancements de satellites Galileo nécessaires à la continuité des services du système européen de positionnement par satellite, le Conseil a autorisé l'ouverture de négociations entre l'UE et les États-Unis en vue d'un accord établissant des procédures de sécurité pour le lancement de satellites Galileo à partir du territoire américain.Si je regrette profondément la méthode de la Commission européenne et du Conseil de ne pas avoir attendu l’approbation du Parlement européen pour procéder aux lancements, j’ai voté en faveur de cet accord, car ces lancements étaient indispensables afin d’assurer la continuité des services fournis par Galileo. Cette situation exceptionnelle ne remet aucunement en cause mon souhait de voir se développer en Europe une filière spatiale indépendante, suffisamment financée et à la pointe de la technologie avec comme base de lancement unique Kourou, en Guyane française, par le biais du lanceur Ariane 6.

Situation in Venezuela

Crise économique, crise sociale et crise politique, la population vénézuélienne souffre de l’impéritie de Nicolás Maduro et de son gouvernement, qui ont réprimé dans le sang les manifestations de l’opposition. L’élection du 28 mai 2024 a été marquée par de nombreuses irrégularités, notamment l’exclusion d’une quinzaine de partis politiques et le refus par le Conseil électoral national vénézuélien de publier le relevé officiel des feuilles de dépouillement.Je soutiens évidemment l’essence de cette résolution et ai soutenu dans le vote des amendements la grande majorité des critiques adressées au gouvernement vénézuélien. Néanmoins, je ne peux accepter l’alliance de facto entre le PPE et l’extrême droite du Parlement européen dans le dépôt de cette résolution. Cette méthode met profondément à mal le cordon sanitaire qui régissait encore le travail parlementaire au sein de cette institution. C’est pour montrer mon opposition à ce précédent insupportable que je n’ai pas pris part au vote final.

Mobilisation of the European Union Solidarity Fund: assistance to Italy, Slovenia, Austria, Greece and France further to natural disasters occurred in 2023

J'ai naturellement voté en faveur de la mobilisation du Fonds de solidarité de l'Union européenne pour aider les régions touchées par de graves catastrophes naturelles en Italie, en Slovénie, en Autriche, en Grèce et en France. Ces catastrophes ont provoqué des dégâts dévastateurs, estimés à plusieurs milliards d'euros, et ont profondément affecté la vie d'innombrables citoyens.

(25) Furthermore, it should be possible for the Commission to adopt an opinion addressed to all Member States if it identifies several foreign investments that, taken together, are likely to impact the security or public order of the Union. This could notably be the case where several foreign investments present comparable characteristics. These include where the foreign investments are made by the same foreign investor, or foreign investors presenting similar risks, or where several foreign investments concern the same target or the same infrastructure, including trans-European infrastructure for transport, energy and communication, which are vital for the proper functioning of European economies and societies and for ensuring European strategic autonomy. Member States and the Commission should discuss the risk analysis and the possible ways to address the risks identified in the opinion.

Recital 35
(35) To ensure a consistent approach to the screening of investments across the Union, it is essential that the standards and criteria used to assess likely risks to security and public order are those set at Union level in this Regulation. Those should include the impact on the security, integrity, and functioning and resilience of critical infrastructure and of the internal market, the availability of critical technologies (including key enabling technologies) and the continued supply of critical inputs for security or public order, the disruption, failure, loss or destruction of which would have a significant impact on security and public order in one or more Member States or on the Union as a whole, and the capacity to address strategic dependencies. In that regard, Member States and the Commission should also take into account the context and circumstances of the foreign investment. . This should include, in particular, whether an investor is controlled directly or indirectly, for example through significant funding, by the government of a third country or is involved in pursuing policy objectives of third countries to facilitate their military capabilities. In this context, if applicable, Member States and the Commission should also consider why the foreign investor, its beneficial owner or any of its subsidiaries or a person acting on behalf or at the direction of such a foreign investor is subject to any type of Union restrictive measures pursuant to Article 215 TFEU.
