Underlines that in order to simplify unnecessarily complex rules, and cut red tape, it is crucial to work with those with the best understanding of the regions where the funds are spent; with simplification in mind, urges the Commission and the Member States to adopt a more territorial and decentralised approach to regional development policy, ensuring that funding decisions are made by those closest to the ground;
