Expresses its concern about the Commission's optimistic assumptions with regard to the evolution of agricultural markets in 2011, in particular in the cereal and dairy markets, resulting in a reduction of around €900 million in market expenditure; urges the Commission to carefully monitor developments in agricultural markets and to be prepared to react swiftly and effectively with the necessary safety net measures to counter adverse market developments and volatility in market prices (which has lead to a drastic reduction in farm incomes since 2008);
