Emphasises that the policies for poverty reduction and social inclusion among vulnerable groups have failed to produce the expected results and calls for increased financial aid to social services and the social economympact assessments and value for money analysis to find the reasons for this failure; calls on the Commission and Member States to promote and support the social economy and calls on Member States to ensure the provision of adequate social services;

Draws attention to the huge problem of child poverty in Europe, which is afflicting over 20 million children, and reiterates its call for the establishment of a Child Guarantee with dedicated special resources, together with; notes that between 2008 and 2014 24 EU countries saw an increase in child poverty; emphasises the need for a strong focus on alleviating child poverty in all relevant ESF programmes and the Fund for European Aid to the Most Deprived along with targeted interventions and programmes to assist parents in getting out of social exclusion and unemployment;
