Paragraph 7 a (new)
7a. Highlights the detrimental health effects posed by the large scale institutionalisation of children, given statistics which suggest that for every 3 months a child spends in an institution they lose 1 month of their development; urges, therefore, that EU funding does not support and perpetuate the large scale institutionalisation of children but funds family and community-based services.

Paragraph 17 a (new)
17a. Proposes a pilot project aimed at training those who work with children with disabilities, in order to promote a better awareness of disability issues and to combat discrimination; furthermore, suggests that future projects retrain those individuals currently working in large scale institutions so as to equip them for work in new community-based services.
