Launch of automated data exchange with regard to vehicle registration data in Ireland (A9-0003/2019 - Juan Fernando López Aguilar)

. ‒ I voted in favour of the Report on the draft Council implementing decision (A9-0003/2019) in order to allow Ireland to receive and produce personal data with the intention to streamline automated consultation of vehicle registration data. The goal of this decision is to expedite cross-border cooperation with the purpose of combating terrorism and cross-border crime. Ireland has met all the necessary provisions outlined by the Council. I believe that through this report, we are increasing Ireland’s and the European Union’s security by creating more safety precautions.

Draft amending budget No 1/2019: surplus from 2018 (A9-0005/2019 - John Howarth)

. ‒ I voted in favour of the report on the Draft Amending Budget (DAB) 1/2019 (A9-0005/2019). The report once more reasserts the long-lasting position of the European Parliament that it should be possible to reuse any revenue resulting from fines, or revenue related to late payments, without a corresponding decrease in GNI-based contributions.

. ‒ I voted in favour of Draft Amending Budget (DAB) 2/2019 (A9-0004/2019) in order to provide an additional EUR 100 million to Horizon 2020 and Eramus+, as agreed by Parliament and the Council in last year’s budgetary conciliation. Horizon 2020 and Eramus+ are two vital programmes that will have a major impact on research into climate issues, furthering our higher education and improving the quality of our vocational training.

Mobilisation of the European Union Solidarity Fund to provide assistance to Romania, Italy and Austria (A9-0002/2019 - Siegfried Mureşan)

I voted in favour of the Mobilisation of the European Solidarity Fund in order to provide relief to recent emergency situations in Romania, Italy, and Austria. In the summer of 2018, severe rains ravaged the North East of Romania, causing significant damage to infrastructure and private households.In the autumn of 2018, intense weather occurrences struck nearly all regions in the North and South of Italy, resulting in the loss of 34 lives and 1 missing person. During the same period, particular regions in southern Austria were affected by the same storm. As a Union, it is our duty to provide assistance and show solidarity to our fellow Member States in a time of crisis. I believe that this Fund will provide the aid that is so desperately needed in Romania, Italy, and Austria.

Mobilisation of the European Globalisation Adjustment Fund - EGF/2019/000 TA 2019 - Technical assistance at the initiative of the Commission (A9-0001/2019 - Bogdan Rzońca)

I voted in favour of the European Globalisation Adjustment Fund (A9-0001/2019) to support creation of additional assistance for employees that are being negatively impacted from drastic structural changes in the world trade patterns. The goal of this fund is to finance monitoring and gathering of data, as well as to create a knowledge base interface and to advise Member States regarding EGF. This Fund is important for workers as it decreases unemployment and encourages global growth while simultaneously supporting regional jobs for European Union citizens.

I voted in favour of resolution B9-0038/2019 as this resolution has been worked on as an agreement of various groups as an acceptable consensus. It takes into consideration the importance of maintaining the principles of the Good Friday Agreement in the island of Ireland, opens the door to a responsible deadline extension for the UK Government and reasserts the position of the European Union to maintain its readiness to let the UK have an orderly Brexit if its Government wishes to act towards one. I join the rest of the members of the EPP Group in upholding this responsible consensus.

I voted in favour of Resolution B9-0045/2019 because of the need to strengthen AML legislation in the EU. The EU must be more effective in combating money laundering. When institutions fail to perform their duty, it is investigative journalists and whistle-blowers that end up on the front line exposing wrongdoing – often placing themselves in great danger. This must change.

. ‒ I voted in favour of this report amending the trade preferences between the European Union and Ukraine for poultry meat. This amended agreement will protect the interests of producers in the EU and will safeguard potential unlimited imports of poultry meat. With the full implementation of DCFTA to act as a bilateral safety net for trade in agriculture, this amendment hopes to eliminate the possible risk of unlimited duty-free imports of poultry meat.

Aviation market has been under heavy pressure since the beginning and further escalation of travel restrictions first in China and Hong Kong and later in Europe and globally. Therefore, I voted in favour of the amending existing Regulation (ECC) No 95/93 in order to protect the grandfathering rights of air-carriers for the slots that have not been used during the COVID-19 outbreak.

I voted in favour of Draft Amending Budget (DAB) 2/2020 to provide the necessary financing for the ESI package (EUR 3 billion in commitments, EUR 1.53 billion in payments) under heading 3 Security and Citizenship. The bulk of these appropriations (EUR 2.7 billion) will finance actions intended to effectively address the public health—related humanitarian consequences of the outbreak within the Union, while the remaining amount (EUR 300 million) will be used to help Member States to buy some of the equipment that they need.

. ‒ I voted in favour of C9-0095/2020 as it provides for the amendment of two Regulations, the Common Provisions Regulation (CPR) and the European Regional Development Fund (ERDF), ensuring additional extraordinary flexibility under cohesion policy and introducing new options which allow for a bigger mobilisation of non-utilised support from the ESI Funds. For example: under the new regulation, 100% EU co-financing rate for cohesion policy programmes for the accounting year 2020-2021 is allowing Members States to benefit from full EU financing for crisis-related measures.

Introduction of specific measures for addressing the COVID-19 crisis

I voted in favour of C9-0094/2020, as the specific measures aim to protect the most deprived from falling victim to COVID-19 and ensure that the FEAD assistance still reaches them. Further, the possibility to deliver food aid and basic material assistance through vouchers in any form is created, thus improving the possibilities for the final beneficiaries.

The European fishing and aquaculture sector has been significantly hit by COVID-19 pandemic. The sector is encountering a dramatic and unprecedented socio-economic crisis that is inevitably leading to forced temporary cessation of many fisheries activities in many Member States in particular in certain areas and local communities’ dependent on fisheries. I voted in favour of the C9-0093/2020 in order to provide necessary support for the sector.
