Believes that the implementation of EU data protection rules remains uneven and fragmented throughout the EU, consequently having an adverse effect on individuals' fundamental rights and freedoms with regards to data protection and privacy, legal security and clarity in contractual relations, the development of e-commerce and e-business, consumer trust in the system, cross border transactions and the realisation of a truly level playing field for businesses and SMEs within the Single Market;
