4a. Stresses that, during energy recovery from bio-waste, attention must be paid to energy efficiency and sustainable development aspects and that these products should therefore primarily be used in the most efficient manner, as a heat source;

Stresses that, in the interests of sustainability, when bio-waste is used for recovery purposes, encouragement should be provided for this to be done as close as possible to the place where it originates, thus avoiding energy losses from transport; calls on the Commission and Member States therefore to use rural development funding to convert the heating systems of public institutions in rural areas so as to use bio-waste;
