Calls for a pragmatic approach to language tests, where registration is not possible without proof of language but areis permitted upon an offer of employment; takes the view that it is a matter for the Member States as sovereign entities to set langage requirements at all levels of their education systems; considers that national authorities have the power to require individual applicants to take a language test;
