3a. Recognises that existing trade defence instruments such as anti-subsidy and anti- dumping measures need to be better adapted to SMEs; considers that in emergency situations it should be possible to take temporary “protective” measures;

Points out that as an SME develops an area of technology it typically needs to increase its IPR protection to protect new uses and refinements of the technology, and to enable it to undertake international activities. In many sectors, it takes a number of years before new technologies are developed into innovations and reach the market and start to generate significant revenues;
