K. considering the worsening situation in the marketing sector andwhereas recent industry initiatives on advertising self-regulation should provide a balance to the nature of food and beverage advertising and should address the fact that food advertising accounts for around half of all advertising broadcast during children’s TV viewing times and that three -quarters of it promotes high- calorie and low-nutrient foods; noting with concern the use of new forms of marketing using all technological means and in particular the so-called ‘"advergames’" including cell phones, instant messaging, video games and interactive games on the Internet, and other new media;

Further, asks Member States, local entities and school authorities to monitor and to improve the quality and nutritional standards of school meals and to review portion sizes; asks for a total banmore nutrition education and restrictions on the sale of foods and beverages high in fat, salt or sugar in schools; advocates instead making fresh fruit and vegetables more available in vending machines; invites the Member States to ensure that more hours of school timetables are devoted to physical activities and to provide plans for the construction of new public sports facilities;

Considers it essential that every kind ofthat Member States should aim to restrict sponsorship and advertising ofor so- called HSSF products (high in sugar, salt, fat), which should be banned in schoolin any case take due account of applicable national and international dietary guidelines and should only take place at the request of or with the express agreement of school authorities for educational purposes; asks for a voluntary commitment by all sports organisations and teams in order to promote balanced nutrition and physical activity and urges them to avoid sponsorship and promotion of food of poor nutritional value;

Calls on all operators in the media sector to take voluntary steps towardabide by and if necessary establish further voluntary measures to avoiding any kind of marketing practice involving ‘unhealthy food’ targeted at children in the media; urges holders of intellectual property rights not to license cartoon characters for advertising this kind of foodirresponsible food and beverage marketing practice targeted at children in the media;

Is aware of the importance of the media in informing, educating and persuading in connection with a healthy and balanced diet; nevertheless considers the voluntarywelcomes the approach adopted in the proposal for a dDirective on ‘Audiovisual media services 1 COM(2005)0646 and COM(2007)0170 – 2005/0260(COD). 2 Directive 2007/65/EC of the European Parliament and of the Council of 11 December 2007 amending Council Directive 89/552/EEC on the coordination of certain provisions laid down by law, regulation or administrative action in Member States concerning the pursuit of television broadcasting activities (OJ L 332, 18.12.2007, p. 27). without frontiers’1 insufficientwithout frontiers’2, which sets a clear regulatory framework for advertising, and calls on the Member States and the Commission to encourage media service providers to develop codes of conduct regarding inappropriate audiovisual commercial communication relating to food and beverage products;
