Endorses the more effective use of funds for the development of new skills and the creation of new jobs, including in the burgeoning ‘green economy’; this involves principally the European Social Fund (ESF), the European Fund for Regional Development (EFRD), the European Agricultural Fund for Rural Development (EAFRD), the Lifelong Learning programme and the Progress programme; underlines in this regard the importance of a decentralized approach when using these funds;
